Social Service (Public Housing) Dialogue 1

  

Scenario: This dialogue takes place at the Department of Human Services office between our public housing officer and the Sinhalese-speaking migrant who is applying for public housing.

Officer: Good afternoon Mr. Jinadasa. Please take a seat. I understand you are here to apply for public housing accommodation for you and your family. 

Migrant: මාව හමුවෙන්න ඔබගේ කාලය මිඩංගු කළාට ඔබට බොහොම ස්තුතියි. ඔබේ කන්තෝරුවට එන්න කියලා මගේ යාලුවෙක් මට යෝජනා කළා. ඔහු මට කීවා මගේ ආදායම අඩු හින්ද පොදු නිවාසයක් සඳහා ඉල්ලුම් කරන්න මට සුදුසුකම් තිබෙන බව. 

Officer: I need your application forms. So, we can assess your eligibility. Have you brought all the relevant documents with you? 

Migrant: මම ගෙනත් තියනවා. අපේ පාස්පෝට්, අපේ නේවාසික වීසා, අපේ ආදායම සහ වත්කම් පෙන්නුම් කරන සාක්ෂි. මේවා ප්‍රමාණවත්ද? 

Officer: That's good. I can see that you indicated your preference to live in Brows Wood on your application form. 

Migrant: ඒ තමයි මගේ වැඩිමහල් සහෝදරයාගේ පවුල ජීවත් වෙන්නේ. ඒ හින්දා අපිටත් ඒ කිට්ටුවෙන් පදිංචි වෙන්න පුළුවන් නං හුඟක් පහසුයි. 

Officer: Unfortunately, you cannot choose specific suburbs only preferred areas, which are neighboring suburbs connected by public transport. You may choose up to five preferred areas and may change your preferences whilst on the waiting list. 

Migrant: එහෙනම් මනාප ප්‍රදේශය විදියට බටහිර නගරාසන්න ප්‍රදේශ තෝරා ගන්න මම කැමැතියි. කොච්චර කාලයක් මට බලාගෙන ඉන්න වෙයිද?

Officer: It depends on the number of applications already on the register for your preferred location. If you have special location requirements or need a particular type of property it may take longer. 

Migrant: අපේ තත්වය තරමක් හදිසියි. අපි දැනට නැවතිලා ඉන්නේ අපේ යාළුවෝ එක්ක. ඒත් එතන හුගක් අය ඉන්න හින්දා තදබදය වැඩියි. අපිට හැකි ඉක්මනින් එතනින් යන්න පුළුවන් වෙයි කියලා මම හිතනවා. ඒ එක්කම අපිට කොච්චර කුලියක් ගෙවන්න වෙයිද? 

Officer: Your rent won’t be more than 25% of your total household income and that includes any payments from Centerlink. 

Migrant: ඒක දැනගත්ත එක මට ලොකු සහනයක්. මම හිතුවේ කුලිය ගොඩක් වැඩි වෙයි කියලා. මම බලාපොරොත්තු වෙනවා මගේ අයදුම්පත ඉක්මනින්ම අනුමත වෙයි කියලා. එහෙම වුනොත් අපිට අලුත් ගෙදරට ගිහින් අලුත් ජීවිතයක් පටන් ගන්න පුළුවන්.
